What You Need To Know About Bill C71 and How It Impacts Your Firearms Purchases

We would like to help you understand the changes in the process, and make sure you feel comfortable with what is happening as the information hasn't been readily accessible yet (and some is still not clear or available). When you come to That Hunting Store to purchase a gun, your experience will remain largely the same. We've always been in the practice of verifying that you have an active PAL and always recorded it with the firearm information even before this requirement was in place as our own form of verification. There is simply one extra step we need to take before you can go.
Your PAL number, date of birth, and email address will be used in the RCMPs license search to assign a reference number to you. If you don't have an email associated with your RCMP file, we will have to call in to obtain the reference number. However, it's important to note that the call center is only open Monday - Friday 9am-5pm so reference numbers cannot be obtained by phone on the weekends. If you have an email, we highly recommend you confirm that it is on file with the RCMP to simplify your process. Check online on your Individual Web Services profile or call 1-800-731-4000 to make sure your email address is on file.
Reference numbers are issued immediately (assuming your PAL is up to date and no restrictions are in place) and remain valid with a seller for 90 days. It is our responsibility as the seller to obtain this reference number so we will keep them recorded in case you want to come back within that 90 day window before it expires to make another purchase.
None of the information about the gun you purchased, the serial numbers, or any other details are sent to the RCMP at the time of purchase. All records are kept with the business. The only way they could request that information is if it's part of a legal investigation and they acquire the methods with appropriate procedures and warrants.
At this time (Morning of May 18th 2022) we have checked with the RCMP but they do not have enough details on what is required for reference numbers in terms of Consignment guns. So, we will continue to collect all the information about the guns, (make, model, serial, etc) and when someone comes to purchase the gun we will go through the process to get a reference number.
There is a chance that they will decide that reference numbers must be obtained for you to drop off the gun at the store, but the regulations are still unclear at this time. We will update this as soon as we know more, we're working with what we can.
From what we understand, reference numbers are not required for repairs. We will record basic information about any firearms that are left in our possession for repairs or storage, so we will collect your PAL info alongside the gun information at time of drop of and confirm it at time of pickup. No reference number will be required for you to have your gun serviced. All information is kept with the business and not submitted to the RCMP or Canadian Firearms Program.
The most important thing you need to do right now is to verify your email address is registered with the RCMP so reference numbers can be obtained online. This can be done by checking on your individual web services, or by calling 1-800-731-4000. We highly recommend adding an email to your file as soon as you can. If you do not use email, remember that you'll be unable to obtain reference numbers on the weekends so you may have to drop by the store during the week to get your reference number. Reference numbers are valid for 90 days
